Where to go for foreign currency exchange in Delhi?

You would be able to change your foreign currency at the airport's forex counters. It is the common view that the State Bank of India is the best one to go for, but has long queues.
The limit that you can change and the denomination of notes changed depends on the cash position on that counter at that point of time. If ATMs work when you arrive, just go for it. SGD can be changed, but the rate will be worse for USD. Many (in fact most) shops in Delhi accept cards. My suggestion is if the shop does not accept cards, just walk out. It is not worth shopping with cash and shops which do not accept cards should feel the effect of their decision.
